  • The Prospectors and Developers Association of Canada (PDAC) with 7,684 members (October, 2011 count) was established in 1932 in response to a proposed government regulation that threatened the livelihood of Ontario prospectors. An excellent history of the outfit explains the rationale behind today's push for a permanent Mineral Exploration Tax Credit and the development of a more effective, timely strategy to grow partnerships between miners and First Nations. PDAC's five-year strategic plan centred on four topics - attracting new miners, expanding international reach, increasing attendance at its annual convention, improving corporate social responsibility and increasing miners' access to available land - is up for review in 2012. Most notably, the plan supports a proposal by Indian Affairs Minister Jim Prentice for a new independent federal land claims body with the power to prioritize the settlement of mineral claims in areas of high mineral potential within five years of submission. PDAC also suggests the establishment of surface rights tribunals as a more expedient alternative to the courts for settling disputes, which suggests there is an abundance of such disputes awaiting resolution.
